Funding for Clean Fuel and Alternative Fuel Vehicle Projects


The State Legislature passed Senate Bill 6072 in 2003. The legislation provides funds for clean fuel and alternative fuel vehicle projects. The primary purpose of the bill is to fund the retrofit of existing school buses with emissions control devices.

Summary of Senate Bill 6072:


When applying for a certificate of ownership for a motor vehicle, applicants must pay a fee, typically $5.00 (title transfer fee). Current law provides that the revenues be deposited in the motor vehicle fund, which is the same fund as the state fuel taxes and is used for highway construction and maintenance. SB6072 re-directs this money, until July 1, 2008 , as follows:

  • 58% is credited to a segregated subaccount of the air pollution control account

  • 16% is credited to the vessel response account

  • 26% is credited to the transportation 2003 account.

The funds in the segregated subaccount of the air pollution control account shall be distributed as follows:

  • 85% shall be distributed to air pollution control authorities in direct proportion with the amount of fees that are collected within the boundaries of each authority. 

  • 15% shall be distributed to the department of Ecology 

These funds must be used as follows:

  • 85% of the money received by an air pollution control authority or the department must be used to retrofit school buses with exhaust emission control devices or to provide funding for fueling infrastructure necessary to allow school bus fleets to use alternative, cleaner fuels.

  • 15% may be used by the air pollution control authority or department to reduce vehicle air contaminant emissions and clean up air pollution, or reduce and monitor toxic air contaminants.
